Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics.

In international development , good governance is a way of measuring how public institutions conduct public affairs and manage public resources in a preferred way. Governance is "the process of decision-making and the process by which decisions are implemented or not implemented ". The concept of "good governance" thus emerges as a model to compare ineffective economies or political bodies with viable economies and political bodies. Because countries often described as "most successful" are liberal democratic states , concentrated in Europe and the Americas, good governance standards often measure other state institutions against these states. It is important to distinguish good governance from other concepts that look similar, such as development and economic growth. Instead of considering them as equal, many scholars refer to them as features that are likely to be related in different ways.
